Officer Suspended After Hitting Handcuffed Suspect In ‘Groin Area’

An Evansville Police Sergeant and former assistant chief served his five-day suspension upheld Monday, by the Police Merit Commission.
Sgt. Rob Hahn was accused of using excessive force during an arrest on August 6 and three other patrol officers were serving a felony warrant from outside Vanderburgh County.
In body cam video from another officer where Hahn puts the suspect in handcuffs, shoves the suspect’s head, throws him on a bed, and punches him in the groin.
Evansville Police spokesman, Sgt. Jason Cullum, Hahn reported this incident to his supervisor and an investigation started.

Cullum says the suspect wasn’t resisting. “Sergeant Hahn did a couple things that violated our use of force policy,” he says.
